Uthaimeen on Praying in the Area where People do Tawaaf when it is Crowded

Questioner: “If the area where tawaaf is performed is crowded [such that] the people are performing it behind the Maqaam of Ibrahim, does a person have the right to pray two rak’ahs amongst those doing tawaaf, obstructing their path [by doing so] and troubling them?

’Uthaimeen: He does not have that right, because the right of the people performing tawaaf is more deserving of being respected than that of the person who is praying, because it is possible for the person who is praying to do so in an area far from the place of tawaaf, such that he prays two rak’ahs [in this area far from the place of tawaaf] having the Maqaam between him and the House—but the person performing tawaaf only has this area [where he can perform tawaaf].”
